Suspicion isn't a crime. That's a fact. However being suspicious of something isn't a crime either and you are perfectly entitled to investigate those suspicions.

As BOTS pointed out, there are huge issues with the access that anyone could have had to this laptop making it almost impossible. The FBI have investigated already.

A co-ordinated attempt to make something appear suspicious, doesn't necessarily take it to the stage where it should be investigated again.
