I mean, it's standard for movies to use stand-ins for shots when the main actor isn't "needed" - in a scene with two people talking, if one of the camera angles only shows the character from behind, it's almost certainly a double, especially if it's a big actor. They can spend several hours (or a whole day!) shooting the lines from one angle, and there's no point in wasting an actor to just sit there facing away from the camera, especially as s/he could spend that time on other scenes!
But rambling aside, some of his recent scenes seem to have been written in a way so that Willis himself needs to do as little work as possible, while his character still has an important presence in the movie.
(Again that is sometimes standard when it comes to big stars, but it was especially noticeable)
