Why would it be? Refugees/Asylum seekers have the right to claim asylum where they want, so sending them across the world against their will is cruel.

If the US wants to stop migration on the southern border, they need to use the money it spends on overthrowing governments in the Americas, into helping those countries build up.

If migrants want to go to Spain for work opportunities, then that's a different scenario, but sending people across the world to work for poverty wages because of an agreement between countries is dark and dangerous.
