I am not going to tolerate being spoken to like that and even if we did reinstate him he will still do another outburst like this next time. I won't put up with it anymore. There should always be consequences for repeat offenses

You could give him one last chance. If he does it again then ban for good.

You said I was weird for trying to have a joke with Nessa. That was no big deal. Kate and Parm had a disagreement - also no big deal. Your game, your choice. You can even ban him from future versions if you want, but as we've already started...

Whatever your final choice is is cool with me, though.
