The most you could say is a bunch of idiots chose to interpret his words as a direct instruction. Even if he was involved more than it appears, of which I certainly wouldn't discount the possibility, there's not enough actual evidence (that I know of) to put him in real trouble.

Have you watched any of the hearings? Trumps closest advisors have all basically been saying that it was planned well in advance.

He'll probably get away with it because rich people always do, but it's gone well beyond trying to prosecute free speech through interpretation as you suggest.
