PE is a tricky one because there's such little time in the week available for it and so many different sports you could include, a lot will depend on the strengths of the teacher, the facilities, the local area etc. No one should be refused the chance to take part in football if its being taught but any prioritising of that will then come at the expense of other sports

i think you have to let these things happen naturally. If there is demand for it, then no road blocks should be put up to discourage it. If there is no demand, don't force it
