I'd usually say that genuine apologies should be accepted because if you don't give people a "place to go" when they apologise, they're just going to double down.

In this case though, reading what he's said at that link, I feel like he just still doesn't get it... he's suggesting that people only didn't like what was said because they didn't realise it was a Game of Thrones scene? Everyone knows it's a scene from game of thrones, that's not the point. That's like saying about someone, "Oh how I fantasise about a massive man-mountain jamming his thumbs into this guy's eyeballs and crushing his skull" and thinking it's only a problem if "people don't realise it's from Game of Thrones". What difference does it make where he got the "inspiration" from? He's still wishing the same thing on that person.

I'm also not convinced he's genuinely sorry. Sorry that he ****ed up two huge contracts, yes. Sorry that the people who work with him on his shows will have to find other work, sure. I think he's sorry he said it because of the fallout, not because he actually sees that there was anything wrong with it.
