Because of Occam's Razor, is the short answer. Hamas was supposedly in the hospital, Israel had made it clear that they were striking Hamas targets regardless of "human shields", Israel initially took "credit" for the attack and then withdrew and - when the extend of collateral damage was clear - changed the story to it being a Hamas misfire and/or false flag depending on who was speaking. They also released footage "proving" that it was a misfired Hamas rocket that was debunked as having been historical footage. Then removed that too.

Biden and Sunak saying it was a Hamas rocket means as little as Blair and Bush's WMD's in Iraq. Convenient fiction. I won't say it's propaganda because that's not what propaganda is.
