That's interesting.
It probably works better than our system tbh, because I remember a few years back at the local Job Centre, overhearing a person suffering with Cancer, begging for money (obviously I don't know the actual reason, but I could hazard a guess) and the worker had to tell him no that she couldn't give it him, and I felt sorry for both of them as she clearly didn't want to tell him no, and he obviously needed the money.
The UK can be a great country until something health related or financial related hits you or someone that you know.
