The security services were costing the country a fortune for 4 years when he wasn't president. The secret service need to protect him wherever he is, so even if he wasn't golfing, it would be the same cost. The secret service followed Biden wherever he went, he never stayed at the whitehouse at weekends and neither did Obama if i recall correctly
