Yes but if you do it in a warehouse in the US, it'll be expensive. It's not that complicated. US film-makers are making their films outside of the US because it's too expensive to make them in the US... not because of the location, but simply because the cost of doing it (on a street, in a warehouse or anywhere else) is higher. Trump wants to make it just-as-expensive (or more expensive) to make them elsewhere...

...but like I said if it simply makes it not profitable to make films, the films won't get made, in the US or anywhere else. The big studios will keep making them but they'll only make "safe" films that they're confident will make big box office returns. Smaller companies and independent studios either won't make film, or will concentrate on non-US markets.
