It still should be made illegal though.
It's not unenforceable if people can report it once it's banned.

Hunt organisations can currently use trail hunting to get around the hunting ban.
If trail hunting is banned, then they can no longer legally claim that's all they're doing.
Because both hunting and trail hunting will be banned.

Animals cannot speak up for themselves, they need humans to do that.
Sadly nowhere near enough people do, or even care about animal welfare.
