I didn't see anything with the foot, but she was driving into another officer that was standing in front of her. "Oh, he needed to have moved" sounds nice, but that's not how traffic stops typically work in the US. If it were at an intersection for example and there was a hazard, it's normal for an officer to be in the front to try to get attention and some have been run over from suspects trying to leave the scene. She may or may not have been paying any attention to the guy in front of her hood, but she gambled with driving towards them and this was the result.
This was also a 1-way street, and initially she was starting to look to turn to go the wrong direction (dangerous af) and so I think that was the actual reason they got out to get her to get out. Who knows what she was actually attempting to do with her vehicle because it looked to me she was free and clear to go down the road the proper way. She created enough risk that that is enough for most agencies to justify, imo. When she was getting into the road to possibly go the wrong direction, she got pretty close to hitting another vehicle that was trying to squeeze through to get down the street...
