Final Fantasy XIII was made to take up a 100gb dual-layer blu-ray disc on the PS3 just like MGS4, but it is still getting ported to the 360. Porting Metal Gear Solid 4 seems very possible if you ask me, it would just be very hard work given that it runs on a single platform engine whereas FFXIII's Crystal Tools engine is multiplatform. I doubt they'll bother anyway.
The main reason the 360 will never enjoy a port of Heavy Rain is because Sony, being the publishers, own exclusive rights to the game.
