Oh right, Thanks guys.

It looked like he was pretty much dead anyway so no Doctors could fix him now, so even if you did make it worst it wouldnt make a diffrence because he would die anyway.

The human body is an amazing piece of natural engineering, it can survive some serious heavy duty traumas. Even when a body appears to be dead life can still be there.

Doctors are the only people legally able to declare a person dead. Paramedics etc will move a body, however they will move it in a certain way, to prevent further damage to the head and spine, in case life still does exist. Nothing worse than a well intentioned relative turning someone over with some sort of spinal or head injury and actually killing them. The only time casualties should be moved is if there is a greater threat to them for example imminent fire, or falling masonery.

The Police will prevent people from approaching casualties to prevent them making any situation worse and to retain evidence at the scene, It also allows other emergency services being able to work in the area of the casualty unhindered.

The copper on the ground isnt allowed to decide the person is dead and has to follow guidelines and rules, basically even if there is very little chance that Bradley survived the fall, plod still has to treat the situation as if he is badly injured until someone who can make the call says he is dead.
