In the Christian and Jewish religions the onset of puberty at 12/13 is marked by ceremonies to celebrate the young persons maturity. Confirmation, Bar Mitzvah. these mark the transition from child to adult and the start of the young persons journey through life. It also marks the start of the person being responsible for their life and the decisions they make.

Note the age of criminal responsibility is 10 in the UK (8 in Scotland)
"but a muslim is considered an adult at around 12 or 13" - the quote doesn't suggest the start of the journey of growing into an adult - it states that they are considered an adult at 12 or 13 - which I think most would consider a ridiculous concept.

And why would any religion want their children to grow up so quickly. Childhood is precious - and provides a solid foundation for healthy emotional growth - and is most likely to produce well balanced adults.
