Its an internet utility to send a packet of information from one computer to a specific target computer and ask it to reply sending the same information back

It is used to see how long it takes to get the information there and back , it can also be used to check and see if any information was lost enroute and needed to be resent. This may be indicated by a greater time.

In the case of that test it was initiated by the site you were testing your linespeed, however you can initiate it form within the Command Line prompt. (start > run )
