He likes her, it's blatantly obvious. He just doesn't want to admit it.
Someone who doesn't fancy someone does not mess on with them like he does with Josie, it would be too uncomfortable. Would you 'snuggle' and kiss and tell someone you didn't like you loved them every 5 seconds? I think not.
