Of course they have, but it is now an offence to do so, and can even result in a prison sentence if the ramifications of the lie cause harm, such as in cases where people have lied about their medical qualifications and then gone on to perform surgery and give diagnoses and treatment they are not qualified to do. Extreme cases I know, but it is also a form of fraud in that an employer is being deceived into paying a salary to someone who is not fit for purpose. Not only does it carry a sanction of instant dismissal with no recourse to tribunal, but it is also prosecutable in law if the company's reputation or finances have been damaged by hiring a person under false pretences. Not to mention the fact that the liar has cheated a competent candidate out of a job.
