I don't know, not every HM has been up for there to be a comparison.
But when you have fans claiming to have phoned 50 times or more then it is obvious that the amount of votes cast is hugely disproportionate to the actual amount of fans - the OP's point. Unfortunately there is no way to regulate with this system, which I'm sure Endemol is glad about, so cheating is rife and it is simply down to how much you are prepared to spend on their product rather than it being a true indication of public opinion. There was a big campaign from the JJ1 camp to get Rachel out (you may have noticed it ) which succeeded because these people don't have more important things to spend their money on. If I didn't have bills to pay and no money sense I might be tempted to spend a fortune on my favourite too.... if I had one.
