No it isn't. It's only England. Wales has a differant league.

When they originally formed as professional football clubs there wasnt a Welsh football league so they obtained dispensations to join the English FA.

Now there is a Welsh League so I think they should be thrown out of the English League and put into the Welsh League. This would improve the quality in the Welsh League and the winners of the Welsh League (Probably Cardiff) would have a chane at qualifiying for the Champions League.
