Default No 24 hour bar
There's no bar and housemates are only allowed to drink after 7pm.

So can they drink whenever they want after 7pm then, regardless of whether they've been rewarded with alcohol or not?

As long as the give them plenty of alcohol after 7pm!! It doesn't have to be on tap. But AT LEAST one bottle of wine EACH per housemate!
