I understand that to mean that you won't be able to get a refund on votes, if you request one because you've changed your mind. I can't find anything on that page about what would happen in the event of a nominated housemate walking during eviction week. They would be taking payment for an event that does not happen, in my opinion, which I don't think they would be able to do.
