IIRC, thre was a discussion about this on a TV news program and an "expert" said that the gangs have proliferated because (mostly single) parents have given up trying to control their children so gang leaders become role models and arbiters in the vacuum left by adults - it's not surprising in itself, but it IS an indictment of the "lifestyle" of certain sections of "modern" society .....
