i don't understand, was he raping her? was the caretaker hitting him with a stick because he was raping her or because she realize the lady was dead?

Wasn't there some Muslim country that recently tried to pass a law that gave men the right to have sex with their dead wife 1 one last time before she is buried? i remember reading something about that.
