I dunno about covering up, it's more probably because they're not aware. When it happens inside the home it's usually someone they love and trust, it becomes the "our little secret" type thing. The child is either too young to understand what's happening or has the fear of god put into them so they don't speak out. (Not as in God will punish them, that the abuser will kill them or hurt them type thing)

I get what your saying but it's a sad state of affairs really.
