How on earth are they supposed to teach, in a situation requiring action for the protection of a childs immediate safety....what can you do when faced with a child behaving like this?...

Personally I think the other 29 parents should send the police round to charge the kids parents for not bringing him up properly, if another kid had been injured and the school had sat back and done nothing they would be charged with negligence, its a no win situation.
