Not true at all, licensing laws are a lot stricter now and they're more enforced, places are also now far more stringent at ensuring everyone is checked for ID buying alcohol and punishments are more severe for those who do serve anyone underage
And in any case, bars won't be affected by minimum price legislation, and it's not as though 24 hour super markets have come into existance purely to feed peoples alcoholism
