He committed a similar offence on a 12 year old girl when he was 16, why did he not receive some kind of psychological help? I think if you're sexually attracted to children at that age there's room for a little bit more help than if the guy had been in his 50's or something.

But yeah, doesn't excuse the case. Just a person with a lot of psychological issues.

Well all violent criminals have psychological issues. No one can hurt other people without having psychological issues. That goes without saying.
