The reason Dan got evicted over Sam was because Dan had some haters.

He could be a very loud and opinionated HM at times, and some people had a problem with this.

Sam avoided eviction because he had practically no haters - how can you hate on someone who hasn't done anything? So he basically got a free pass for being inoffensive and continued to sleep his way to victory.
