Loads of shops already do it anyway. Aldi do, you get extra club card points at tesco if you use your own bags and a lot of the NIsa stores round here charge.
I heard this on the news earlier and they are encouraging the stores to give the money to charity I think. Great idea anyway, hope people get on board with it.
