You are always going to get people who cheat the system, no matter what you do. Its just the way humans work. Focusing the nations attention on a very small percentage of people who in the big scheme of things do little more than cheat the system out of a few quid, lets the real big time fraudsters who cheat the country out of millions of pounds on a daily basis get away with it.
Where are the programs focusing on the bankers or the energy companies who are willfully going to let pensioners freeze over this winter for the sake of their profit margin? These people are government approved!
