That's his comedic style though, to see how shocking he can make his jokes. That's more the joke itself than what the joke actually is, if that makes sense. It's actually quite a natural human reaction to laugh in awkwardly shocking situations, and comedians like Frankie play on that. You laugh because you're shocked at how near-the-knuckle the joke is, not necessarily because of what the joke was about...though some of his material does have meaning and makes digs at racist attitudes in this country, or about the government.
