Like Ammi said, he's sarcastic and condescending to get people react, but then he scurries away when people react to him belittling them and he only belittles them more.

Also, his views on general matters are just gross, like how nuclear bombs keep the peace and how he's a chauvinist pig who doesn't understand women by admission. He expresses his awful views the quietest, least controversial way and while he's not enacting anything in particular, it's a constant reminder that this is Jim Davidson we're dealing with and he's a particularly awful person. If you want any comparison, look at Danielle Lloyd who said extremely horrific things about Shilpa but was always the kindest to her.
