The average educated person would reserve judgement, get to know people and even then would wait. There is no need to tell people what you think of them or tell people about their perceived weaknesses. The skill is to recognise your own short-fallings and keep others to yourself.

Its not the British way, other cultures are more confrontational and less well developed..
