He represents, is a prime example of, rich Western attitudes towards Africa that are a PART of what keeps corrupt powers in place and keeps African infrastructure ineffective at best and nonexistent at worse. That lack of health and sanitation infrastructure is what has allowed a virus like Ebola (which is not highly contagious) to spread quickly and widely enough to become a serious issue.

Ebola is infectious and there currently is no cure.
