..good chance not to go -- How fair on the others ?

We have seen this many times over the years of BB/CBB, a housemate is asked to select replacement for one those up for the next eviction, or to select an additional person. In their 'justification speech' they often say something like "I'm gonna pick someone who I think .. I know has a good chance not to go". It would appear that the person making this choice feels good about it because they have 'protected' those not chosen, but what about the others already up for eviction ? Could they not argue that their odds of being evicted are higher with this 'unlikely to be evicted' addition rather than an 'honest' choice, whose likelihood of eviction is comparable to their own ?
