I agree. Well, when the self concious thing is genuine and not, as Luke said, just a silly attention grab (which some people do for some reason).

But yeah, arrogance is a massive turn-off for me. There's a difference between that and confidence.

Shyness > arrogance.

If I find someone attractive and they're genuinely a little shy and self-conscious, I find them so much more appealing and endearing.

But the spectrum isn't simply arrogant and shy. As I said earlier, there's a difference between arrogance and confidence, you can be the latter without being the former. If a guy is confident, great, as long as he's not a cocky, conceited dick head with it.
