Nope,
PFI uses private money for major public sector capital projects. The private company builds and owns the facility, which is then leased back to the state, in exchange for regular repayments.
It was initiated in the UK by John Major's government in 1992 - but was expanded under Labour after 1997. The first project operational is the Severn River crossings, which started operating in April 1992.
