I don't know, people didn't know the effect it would have on the ecosystem before they were all killed off the first time. Overpopulations of deer can completely destroy land, and it was landowners that decided it was a good idea to kill off the predators the first time. Thinking that it would all be the same but minus the "dangerous" animals. But the knock on impact on the food chain (no predators AT ALL capable of taking down large herbivorous animals) gave them free reign to just go forth and multiply
