She is wrong...Jack got public love because he seemed 'real'...he wasn't the materialistic good looking wannabe. However the public have seen that he is really just a lazy slob...albeit the earlier potential winner...the public have seen it go to his head and his realism is that he is lazy and only becomes opinionated with pack mentality.
Helen will ensure he goes up...she knows that if it isn't for them he will avoid nomination and she knows he will go...or at least get a feel of the public opinion.
