Not really, new housemates have been part and parcel of this show since series two, that has nothing to do with the no outside contact rule
Hell, Brian didn't enter BB8 himself until over two weeks in. If he had been part of discussions about the outside world then I could get your point, but new housemates going in doesn't necessarily negate the no outside contact rule
