The reason why Marc is so close is because people don't like him, not because he isn't a legend. The fact so many like him and others don't shows to me is a legend.
Everybody has a strong opinion on him, the people who have never been thought of as legends everybody won't have a strong opinion on them because they're boring. Marc brought talking points throughout the whole series.
