If she really wanted to do neuroscience she'd be on the bottom rung of the neuroscience ladder. Instead, she wants to tell people she wants to do neuroscience without actually doing anything about it.

She does, but she feels that she can't do it. You don't just wake up one morning and go "okay I'm going to do my GCSE's today" it's a long and daunting process going back to school.
