I get what you're saying Alex. If I serve an under-18 (gambling industry) it's me that can get a 6-month prison sentence or a £5000 fine, the person under 18 who has gambled isn't punished in any way. This is pretty obvious, because the entire point of the law is to protect young people, because they aren't yet fully able to protect themselves. That they will try to circumvent the law is fairly obvious - for exactly that reason - they are young and irresponsible, and so, it is up to us, as adults, to do our best to make sure they're protected.
