If I'm understanding correctly, those being rescued from refugee camps will be vetted before entry into the UK and that's fine, but I bet the same checks are not carried out that are carried out for standard immigrants.
Also, I've seen no plan for where these refugees will be settled. The government have made a serious mess of that in the past, so I have no confidence that they can get it right now.

If they haven't been vetted they will indeed be illegal immigrants and if they are not found to be refugees they will not be given asylum.
That will be an issue for local councils I would have thought.
