They charge us for paper bags too here in California. All bags are a charge here for over 2 years now.
the only way to avoid a charge is to bring your own bag. It's a good law here. I always bring a bag to the store now. it only costs like 5 dollars for a bag, and it lasts at least a year. it seems most people don't bring bags though.  which means it's not really working.
