They have suffered/are suffering (rough life) so they want to make others suffer too and/or they do it to make themselves powerful which they necessarily aren´t in their own lives. Some people do it because they might have some kind of personality disorder or a type of mental illness.
I have been bullied myself on multiple occasions and know how it feels.
