Yes, I know he's not stopped it, which is why I'm asking.

"Can't remember his pass" isn't really relevant when he's a perma-banned member.

When other banned members make multis they're deleted/banned immediately. Just wondering what's different about this one.

why is it okay for him??
a perma (that iirc is a decision that is throughly discussed in the tower) should be just taken away just because it's been a few years and the person that received it has made a new multi
