The decisions on what countries chose to do with regard to numbers of accepted refugees was entirely up to individual countries. Germany tried to get countries to accept more, most refused.

When did Germany take over as head of the EU, they have no right to foist their ideals on any one, the open border policy backfired massively which is why they didn't stay open long

I think its Merkel's history and experiences from East Germany, it has coloured her thought processes with respect to accepting refugees etc.

Germany does however,especially under Angela Merkel,seem to be the Country to get and have on side to win much as to the EU.
She for sure was a great help with PM David Cameron's negotiations.
